Wacker's manual of the plan of Chicago; municipal economy
A civics textbook written by Walter D. Moody for Chicago eighth-graders in 1911, issued by the Chicago Plan Commission under Charles H. Wacker to teach the Burnham plan and the workings of municipal improvement. Coarse-screen halftones mix bird's-eye views of the Washington Mall, rooftop panoramas of Rome, crowded exposition courts and street scenes, giving designers grainy gray cityscapes, long horizontal panorama crops and diagrammatic aerial plans.
